1. CALL TO ORDER, CITIZEN COMMENTS
Chairman Davis called the meeting to order at 12:25pm. There were no citizen comments.

2. APPROVAL OF THE MINUTES OF THE OCTOBER 2013 MEETINGS
The minutes of the October meetings were approved with a motion from Mr. Turner and a second from Mr. Alford. 6-0

3. REVIEW OF THE OCTOBER 2013 FINANCIAL STATEMENTS
The financials were reviewed with no objections.

4. CLOSED SESSION – AT 12:27PM
Pursuant to Chapter 551, Texas Government Code, the Board reserves the right to convene in CLOSED SESSION(S), from time to time as deemed necessary during the meeting.

1. Discussion of Economic Development pursuant to section 551.087 and Real Property Deliberation – Section 551.072
a. Review and discussion regarding Project C-Squared
2. Discussion of Personnel Matters-Section 551.074
a. Annual review and discussion of staff compensation

5.OPEN SESSION – DISCUSSION AND POSSIBLE ACTION REGARDING ITEMS DISCUSSED IN CLOSED SESSION
Resuming open session at 12:36pm, No action was taken on item 1.a.
Regarding item 2.a, Chairman Davis appointed Mr. Robinson, Mr. Alford, and Mr. Chavers to a Compensation Committee with Mr. Robinson to Chair the Committee and bring recommendations back to the Board

6.DISCUSSION AND POSSIBLE ACTION REGARDING CD AND LOAN RENEWALS
Mr. Turner made the motion to extend the loan and CD with Community National Bank for another year. Mr. Chavers seconded the motion which passed 6-0.

Note: Mr. Alford and Mr. Robinson departed the meeting at 12:50 & 12:55 respectively for appointments.

7.PRESIDENT’S REPORT
1. D Zuber will speak at the 11/07/13 EPA Public Listening Session for Carbon Pollution Standards for Existing Power Plants in Dallas.
2. FIDC is sponsoring a meeting for State Senator Schwertner on Monday, 11/18/13, at FCTTC from 9:00am-10:30am. Please attend.

President Zuber asked Liz Thornton to give the Board a report on the recent City of Fairfield Market Days which included a Job Fair. Ms. Thornton reported that the Job Fair was a success with Texas Workforce Staff supporting the event, teaching classes, signing people up on the website for jobs, etc. Several local employers also attended and hired a number of people at the Fair. Others interviewed candidates and took resumes for further review. This event will definitely be repeated next year at another Market Days event.

8.ADJOURNMENT
With no further business, the meeting was adjourned at 12:58pm.
